	The topic of the Ireland Wales Annual Event 2010 is the Environment, Climate Change and Marine Research ;&amp;nbsp;

	Priority 2.1 of our Programme activity, and will demonstrate the benefits and legacies of cross&#45;border&amp;nbsp;

	partnerships &amp;nbsp;

	&amp;nbsp;

	This half&#45;day event will focus on the Programme&amp;rsquo;s long history of support for environmental activities&amp;nbsp;

	and address climate change issues of common importance to both countries. &amp;nbsp;The event will include discussion&amp;nbsp;

	on project and partnership development, the benefits of cross&#45;border collaboration and the impact of the Ireland&amp;nbsp;

	Wales&#45;funded projects (past and present) on the environment.

	Whilst the event is focused on organisations in Ireland and Wales with activities linked to climate change&amp;nbsp;

	and marine issues the demonstration of the development, benefits and legacies of cross border partnerships&amp;nbsp;

      <description>The Lead Partner Obligations have been updated.

	The Ireland&#45;Wales Programme is constantly looking for ways to improve the payment and control processes, including examining the role played by the Lead Partner.

	Information Note 16 set out changes to procedures for submission of files, explaining that with effect from 1st August 2010 (in summary):

	
		All Statements of Expenditure must be submitted firstly to the Lead Partner.
	
		The Lead Partner must ensure that all files are being submitted in good order.
	
		If the Lead Partner is satisfied that all SoE&amp;rsquo;s are ready to be submitted to the JTS, they must &amp;nbsp;be submitted together.
	
		When SoE&amp;rsquo;s are received, they will first go through a basic acceptance check, and if in order, &amp;nbsp;they will be queued for Control work, and payment of 50% of the total claimed will be made.
	
		If any Project file is unacceptable, all Project files will be delayed while this is rectified.


	We are now pleased to announce some further amendments:

	
		The Payment rate will increase from 50% to 60% of the total on the Statement of &amp;nbsp;Expenditure.
	
		Payment will be made to the Lead Partner on behalf of all partners, when all files for the &amp;nbsp;project have been received and found to be acceptable.

	As the Ireland Wales Programme passes the mid way point in its lifecycle, commitment levels are in excess of 65%. The amount of grant aid sought in Round 5 may exceed the available funds, leading to a situation of competitive bidding.</description>

      <description>Version 3 of the Welsh National Rules on the Eligibility of Expenditure (the &#39;Rules&#39;) is now available.

	Version 3 of the Welsh National Rules on the Eligibility of Expenditure (the &#39;Rules&#39;) is now available and can be
	located on the WEFO website.

	A Welsh language Version 3 of the &#39;Rules&#39;, will be available on the WEFO website by Friday 27 August 2010.

	The &#39;Rules&#39; have been updated to account for recent changes to European Structural Funds Regulations and to 
	better address implementation methods experienced to date within the 2007&#45;2013 Programmes.&amp;nbsp; In particular, new 
	sections have been added in respect of:

	Financial Engineering Instruments &#45; section 1.8
	Cross Cutting Themes &#45; section 1.12
	Energy efficiency in housing &#45; section 4.3.5
	Redundancy &#45; section 4.4.1
	Simplified Costs &#45; section 4.4.8
	Please note a threshold change has also been incorporated for &#39;Equipment &#45; ESF specific&#39;, raising
	from &amp;pound;1,000 per item (inclusive of VAT) to &amp;pound;1,300 per item (inclusive of VAT).

	There has been no change to the Irish National Eligibility Rules on foot of the Welsh update.&amp;nbsp;

      <title>Strategic Call Update</title>

      <description>The Programme Monitoring Committee approved two new projects under the Strategic Call for Proposals.&amp;nbsp; The recently closed pilot&amp;nbsp;Call attracted three strategic project applications.&amp;nbsp; The Call&amp;nbsp;was an additional pilot Round to the current call process.&amp;nbsp;

	The call aimed to complement the Programme&amp;rsquo;s existing series of calls for proposals and to ensure that the 
	Programme has a mix of projects that are generated on both a bottom&#45;up and top&#45;down basis.&amp;nbsp;

	The Strategic Round sought projects in the range of &amp;euro;3&#45;&amp;euro;5 million. The partnership was asked to demonstrate that 
	their application addresses all of the following key criteria:

	
		Highly developed levels of cross border cooperation
	
		Clear relevance with the Programme&amp;rsquo;s Priorities and Themes
	
		Strategic impact beyond the life of the Ireland Wales funding
	
		Originality &amp;ndash; It represents a chance to shape discussions regarding policy development in areas directly relevant to the programme.
	
		Ability to commence operations speedily and spend to profile from the beginning


	The role of the Strategic Call for the Ireland Wales Programme is due to be evaluated and the outcome of this will determine whether future such calls will be announced.</description>
